Latin american democratic transformations: institutions, actors, processes
Smith, William C.
Latin American Democratic Transformations explores the manner in which Latin American societies seek to consolidate and deepen their democracies in adversedomestic and international circumstances. The contributors engage recent debates on liberal and illiberal democracy and probe the complex connections between democratic politics and neoliberal, market-oriented reforms. They also examine the array of institutional features, from electoral reform and constitutional change to subnational politics, participatory institutions, and the opportunities for ethnic representation before turning to mass politics and the problems of partisanship and party system fragmentation, human rights, indigenous mobilization, agrarian reform, and popular participation. The volume concludeswith studies of unstructured political mobilization and the dilemmas stemmingfrom citizen protests, institutional fragility, and the erosion of institutionalized options for political participation and representation. The tentative lesson is that in lieu of a more permanent reorganization of linkages between the state and the citizenry, democratic institutions and practices will certainly survive but for the foreseeable future are likely to remain subject to constant flux without necessarily leading to consolidated, high-quality equilibrium combining growth, equity, and democratic deepening.
