When an engineering standard is used by an expert to give an opinion or, in particular, when it is introduced into evidence, the assumption is that the document represents the best that is known about the subject at hand. Employed correctly, a standard thus becomes a guideline to sound analysis and design. It gives confidence that many people have used the technology of the standard, many people have passed that way before, and the chance of success using the standard is very high. Such standards can provide important information for litigation, but there are problems with the processes for creating standards. As a result, their use must be subject to review using basic science and engineering.
