Production and innovation activities are being re-distributed across the world. The BRICS countries (Brazil, Russia, India and China) are proving the major engine of global growth, being less impacted by the financial crisis than developed economies or able to recover more quickly. Asia in the Global ICT Innovation Network takes a close look at the information and communication technologies (ICTs) landscape, not only in two BRICS countries, India and China, but also in South Korea and Taiwan. The book documents the size of the ICT sector for each of the selected countries, and assesses their R&D expenditure and its place in the international innovation network. The selected countries play a major role in shifting patterns of international trade and global value chains. The countries offer different historical profiles, with reforms dating back from the nineties for Chindia? and earlier policies for the dragons?, with later reforms focusing on IT. The book accounts for their specificity, and emphasises the fact that the four countries have achieved impressive results in terms of economic growth. The ICT sector was a major contributor to this growth and led a pioneering role for other sectors. This title consists of three parts: ICT in emerging economies, covering China and India; the return of the dragons, covering South Korea and Taiwan; and Network knowledge and trade, covering regional networks of R&D centres, India as an S&T cooperation partner, Asian countries in the global production network, and Asia in the process of internationalisation of ICT and R&D. Provides a well-supported look at the ICT sector in Asia, an area where extant literature consists mostly in a scattering of articles in various and heterogeneous journalsFocuses on innovationSpeaks to a growing interest in the role of emerging countries in ICT innovation INDICE: List of figures List of tables List of abbreviations Glossary Acknowledgments Preface About the authors About the contributors Introduction Chindia The dragons R&D expenditures FDI-led ICT R&D ICT R&D offshoring Output: patent Networks of ICT technology and innovation Notes Part 1: IT in Emerging Economies: Chindia Chapter 1: Information and communications technology sector in India Chapter 2: China Abstract: The size of the ICT sector ICT R&D expenditures The major ICT players Conclusion Part 2: The Return of the Dragons Chapter 3: South Korea Abstract: Introduction Size of ICT sector ICT R&D expenditures, patents, and globalization of ICT sector Korean ICT sector: company-level perspective Conclusion Chapter 4: Taiwan Abstract: Introduction The size of the ICT sector R&D expenditure The Taiwanese ICT sector: company-level perspective Conclusions Part 3: Networks of ICT Technology and Innovation Chapter 5: Internationalization of ICT R&D: a comparative analysis of Asia, the EU, Japan, the U.S., and the RoW Abstract: Introduction Asia and the internationalization of R&D Disentangling the R&D value chain Data on the input and output of ICT R&D Internationalization of ICT R&D input Internationalization of ICT R&D output: patents-based evidence The case of Asia Conclusions Chapter 6: Asia in the global ICT R&D network Abstract: Introduction Data Characteristics of the international R&D center network The determinants of international R&D linkage Conclusions Appendix Chapter 7: Assessing India as a technology and innovation cooperation partner Abstract: Introduction A framework for assessing technology and innovation cooperation partners Data and elaboration of patent-based indicators Assessing India as an innovation collaboration partner Conclusions Chapter 8: Conclusion Role of public policies and public sectors Changing global production and innovation networks: Asia on the rise Imbalance and weaknesses: catching up Asian countries in the global production network References Index
