Worldwide, the postal and delivery industry is in a state of near crisis and drastic change is needed. The European Commission and member states are still wrestling with the problem of how to implement liberalization of entry into postal markets, how to address digital competition and how to maintain the universal service obligation. The Postal Accountability and Enhancement Act of 2006 in the U.S. has perhaps exacerbated the problems faced by USPS. Currently, USPS faces serious problems because of its failure and the failure of the Act to address long standing problem. Electronic competition is severe and this book will address this problem as well as others facing Post Offices (POs) worldwide. POs have been slow to address the threat of electronic competition, which has now become a reality. A major aim of this book is to address the new reality including ways in which POs can attempt to reinvent themselves.
