It is common for resources and data constraints to acutely influence evaluation design and implementation. Yet literature that guides evaluators through conducting methodologically sound evaluations under less-than-ideal conditions is scarce. This work helps practicing evaluators design and conduct competent evaluation studies, while explicitly considering resource and//or data constraints. It is a “must read” for representatives of multilateral and bilateral development agencies, international and national NGOs, governments of developing countries, consultants, and academics alike. The book is organized around a six-step model developed by the authors, and which has been tested and refined in workshops that cater to a broad spectrum of evaluation practitioners.
