African agricultural reforms: the role of consensus and institutions

The agricultural reforms initiated by Sub-Saharan African countries in the 1990s were expected to induce higher growth by increasing producer incentives. The subsequent agricultural growth rates have been uneven, and this has been attributed to the lack of supporting infrastructure or the inability of smallholders to respond to the incentives. This volume provides a different approach to interpreting the outcomes. The authors develop a political economy frameworkthat brings together the issues of consensus about the reforms; the role of negative shocks, especially price shocks; and the capabilities of institutions to respond to such shocks.
